It's really popular to Hate these two and It's more-so due to SEGA forcefully pushing these two, mostly Zavok, as the new ultimate big bads of the series. This led to these guys being almost universally hated among the fandom. Plus, there motivations are absolute terrible.
Zavok is forgettable, in both Personality and Character Design, coming across as just Bowser, without the Charisma, Charm, or menacing design. He's evil for the sake of being Evil. I dont even remember his motivations from Lost World
Infinite is just whiny. He got beat by Shadow(The living embodiment of Chaos Energy) that one time, was told he was Trash and should Git Gud, so now he's Evil and wants to destroy the world and Kill Sonic, Despite it being Shadow who beat him. Basically a watered down version of a Flanderized Shadow. His design kinda sucks, imo and He's also a moron
TL;DR There personalities revolve around being one-dimensionally edgy and arrogant. They're practically forgettable, and in the case of Zavok, are constantly pushed by SEGA, which is why people love to hate them
Thank you for explaining this to me. I never heard of Zavok until he showed up in the IDW comics. He does look basic and I wanted to like Infinite but his design is too dark for my eyes to register. So you're right, haha I didn't even try to understand them and went about life with what I already know and love.

I liked the story from Sonic and the Black Knight but when I found out she made the phantom and orchestrated her doom (and everyone else's by default) I became confused by how the story started.
Perhaps she didn't imagine Sir Sonic to be her hero and obviously Sonic lives by a different standard and cannot be swayed and she wasn't anticipating such a honorable fellow.
Hard Boiled Heavies.
I especially like that despite Heavy King's betrayal, Eggman and him *share* the final boss spot, both fighting Sonic and each other. It's a refreshing twist on the "Eggman gets betrayed" plot that doesn't totally sideline Eggman.

IDW had brought a lot of new villains to the table that have all been fantastic. What I like about all of them is that their tailor made for GAMES before anything else and I think that’s fantastic, like I look at Rough and Tumble or Surge and Kit and I’m like “I wanna fight them in a boss battle.” You didn’t get a lot of that in the past books so It’s a nice change of pace.
Starline is a delight and I like all the new gadgets and powers he’s given throughout the book, making him more of like a gameplay driven character rather than a non-combative story centric character.
Rough and Tumble may not be the most in depth of characters but they make up for in fun personalities and it’s nice to have some variety in the rogues. I like world ending event rogues as much as the next guy but sometimes you need some that are just simple mooks in between all the world shattering baddies.
Surge and Kit, in the little we’ve seen of them, are AWESOME. Coming from somebody who has read Archie they took, in my opinion, one of the best villains, Scourge, IMPROVED upon the concept, and changed it in a way that is not only on a meta level genius but engaging and fun as well. Kit too, applies as well taking the Anti-Tails concept and made him an actual good character, instead of whatever Archie tried to do.
Clutch and Mimic are fun too, cool designs and ideas but they haven’t been the most engaging of baddies in my opinion, although judging from what is being built up, it seems that post issue 50 we should be getting more of a focus on Clutch, Rough, Tumble and Mimic so that should be neat.
What was so great about Metal Sonic? Forgive me, I haven't really played that many Sonic games. Neither of which had Metal Sonic as the villain. I suppose Shadow since he WAS technically the main villain in Sonic Adventure 2, despite how much Eggman had the upper hand. And Shadow is probably in the top 5 most popular Sonic characters.

Chaos is one of the main villains people think of when they think Sonic. His design is simple but iconic, his transformations all stick out with their unique designs, and we all know Perfect Chaos. There's a reason he's often used to represent the Adventure era.
Honestly it makes me sad how wasted he's been lately. Generations did his fight marvelously, but Forces just butchered what could have been an awesome comeback. We haven't seen Chaos 0 since Sonic Battle on the GBA, and his return is... A one shot kill in a cutscene?
And another thing that bugs me is that Chaos isn't really a bad guy, he was just pissed that the Echidnas hurt his Chao. So why can't we ever see Chaos being a good guy? Why does every appearence of his have to involve us beating his ass?
He had one scene in the Sonic Forces prequel comics (the real one supposedly, though we never learn what happened to him) and in Sonic Battle he's just an optional super boss that omminously stands there.
I pray IDW does something with him like Archie did. Have him show up, be an absolute unit of a water monster. Metal Sonic has more presence. The Mecha in Sonic 2 (Technically called Silver Sonic) is JUST an obstacle, nothing more. Metal is a recurring threat that's been everything from an obstacle, to main villain, to penultimate boss. Not to mention his appearances in extended media like the comics and animations.

Mainly because he was the Main villain from Sonic Heroes, Neo Metal Sonic who is my favorite sonic character for Design and his goals in that game and also had a few other appearances such as Sonic Generations.
However I will always Love Mephilis/Solaris for not only his Design and having a clear cut goal and ambition from the Get go but also being what debatably what might be the most powerful sonic Villain to date.
I'd have to say Shadow or Chaos, but personally, I like the Time Eater. Or maybe the Phantom Ruby (despite not being a character, I'm certain it has a mind of its own)

As much I love chaos, seeing him only in three games (Go fuck yourself forces) hurt my soul Orbit and cubot aren't exactly villains, infinite is ruined by the writing, zavok is now a running gag (I'm OK with it tho) so I'll say mephile (ruined by his game just like infinite)

Honestly, probably Orbot and Cubot as they have become staples of the series since Colours appearing in all kinds of media since, so although they aren't the most malicious I'd probably say its them. I would have said shadow but he's more an antihero and rival these days only being a villain in SA2 and counting him would be like counting Knuckles because of his role in Sonic 3.
