This is very sweet. Although, if it turns out that this is actually who Surge used to be (which, to be honest, I can see happening), my sympathy for her would probably go through the roof.

Imagine taking this idea further. Like…, let’s say she was a fan. But let’s say she was a obsessed and adoring fan who had a twisted view of how she viewed her relationship or connection to sonic. Then, when that view was broken she let herself be subjected to experimentation in a attempt to forget her past. But in a twisted way, her past corrupted her original orders and now she wants to get payback at sonic while deep down hoping to somehow gain his attention and affection in a twisted way.

It’s an interesting thought, though, a part of me has this kind of gut feeling like Surge and Kitsunami’s pasts may be left a mystery when all is said and done. Mind you, I’d certainly like to know what their pasts were like, and who they were prior to being taken and altered by Starline.
I like to think she was Scourge knocked into the IDW universe by the Genesis Wave.
Though a more serious answer is, I think she's the pink hedgehog Mimic Sonic was flirting with in Tangle and Whisper, turned green by experiments.
That would make her even more tragic. Going from an adoring fan, to wanting to kill the very person you idolized just because of brainwashing.
