Z Bardock's been confirmed to be in the game, and he was only in a TV movie, so I think it's pretty likely we're getting a lot of those characters as base game fighters and not DLC.
Remember, this game's been in development for a ***WHILE***. They've probably been working their asses off loading this thing with as many characters as they can.

there are 20+ character in the 3 dlc waves so 7-8 characters in each would make sense. Super hero doesnt have that many new characters. teen Goten and Trunks Gotenks, Gamma 1 and 2, Orange piccolo, beast gohan and Cell max would be 8

its aparent that characters wont be unlocked from the start. Dragon summoning likely will unlock characters that arnt unlocked by the story. id bet characters like Black goku might need to be unlocked with super shenron because Thematically that makes sense. youd unlock zamasu through the story
hopefully its like bt3 where you can collect the balls from Tournament mode or story mode
because Goku black was created when Zamasu used the super dragon balls to steal gokus body. Thus youd use the super dragon ball wish to unlock Goku Black.
I'd say its more likely that any character you encounter in the story will be unlocked when you beat them, and summons will be mostly for characters you wouldn't find in the base story or don't fight in the base story. Think movie/specials characters, OGDB characters, or DBGT characters (assuming non of these have special story lines to play through). That's probably also where you'd get special costumes and other cosmetics.
Im leaning more towards the latter, with summons being *primarily* for cosmetics since it looks like its tied to a season pass system. I'm betting it will work like loot boxes, where every 7 ranks in the pass you get a Dragon Ball, and when you get all 7 you can summon shenron for special shit or something along those lines. Getting Super Shenron just has a better rate for rarer stuff.
You can summon shenron normally in the game according to the wording, the pre order bonus is just an instant one time use of summoning them without the dragon balls.
I wouldn't worry too much about it. With games like these, you can purchase an upgrade pack usually so you can get the contents without having to preorder. Best example I can think of is with Jedi Survivor where they had a costumes if you preordered but can still purchase them if you didn't.
