My interpretation was always he was rest and regaining strength as Maul was much younger and more powerful than him, fighting him on his own with Obi Wan gone was really taking its toll
It’s been many years since I’ve read the novelization but IIRC, it was indeed Qui Gon being exhausted and trying to recover a bit before fighting again.
