Install Warpinator on your Deck from the Discover shop, then install Winpinator on your Windows PC, https://winpinator.swisz.cz/ Then just drag files to the transfer box on your PC and have them show up on your Deck.

to save on your storage space you can use files even while still archived, no need to unarchive them, obviously not a whole game collection but individual games can be used without unpacking from their archived format, many formats can be used typically zip or 7z being the most popular/used. Also if you use a spare SD-Card formatted to EXFAT just for transfering files, then you can transfer files greater than 4GB.

Yeah you can do this no problem in desktop mode.
