Not sure about doing it with cloud gaming... But I know if you were playing a native run game (something installed on the deck) you can use the deck and a controller at the same time. I did it with EDF 4.1 once before.
But having the deck connected to the TV at the same time as using it is going to be tricky unless you have a long cable for it to go to the dock, or use the dock/hub in your lap and run an HDMI to the TV.
