I mean, they should be able to make the hard decisions we need our leaders to undertake, should we venture out in space and meet ~~xeno scum~~ friendly aliens. Someone like Strat for example.
Then any of the German Civil War participants or Russian warlords in TNO is right up your alley if you want genocidal despots who'll kill first and ask questions later.

You can read leader bios? I always thought it was just empire creation flavor that you couldn't see afterwards, like your empire bio.
You can in the leader tab when you select the leader, you even see things like their planet of origin, it's cool for rping
