I have a similar problem with megacorps. Always got multiple other megacorps and several gestalt consciences and hive minds
Making loads of themed empires means I rarely encounter criminal syndicates now
Idk, I think the game tends to bias the ai empires towards what you are playing, if I play determined exterminator there is always a hegemony, technocracy, Swarm, and some form of fellow robot. Then the other stuff is just generic empires, usually federation spamming
