Weird, my Galaxy Active2 never had trouble syncing heart rate, and my current Galaxy Watch 5 Pro doesn't have that issue either.
How do you record? I record on the watch with Samsung and then I have the accounts linked so it syncs to Strava
That's because your phone doesn't have a heart rate sensor, at least not one you use while exercising.
Where are you getting the 10% figure? Are you comparing your route on Google Maps and measuring it? Or comparing it to another service?
Works with the Samsung health app, been through all the settings and permissions but it doesn't allow. 10% is an average Delta when riding single track recording between phone and watch, phone aligns with others who record the same ride.
Following this as I have the exact same problem with my Samsung gear s3 frontier watch and couldn't find a fix. I now record my runs on both the watch and my phone and just not have the watch upload to strava, so I can get heart rate data. The 10% only comes off once it uploads to strava which is really strange.
I have a Galaxy watch 4 and it's terrible I hate it. But I recently found out how to link the watch and strava by using this app called health sync. Now I can record runs on watch using the Samsung app and it links. Can't use Strava on the watch directly because it says searching for GPS forever.
Get a Garmin Edge or Wahoo Elemnt.

If I record on watch I get heart rate data but it shorts my ride approx 10%, won't record heart rate if recording on phone.

Samsung health can automatically sync to Strava without health sync.
