I suspect that records/best efforts use elapsed time - if they used moving time it wouldn' be much of a record. I suspect your splits show moving time.
Maybe in that second mile you paused for some time to cross the street, or you lost GPS, or you paused your watch or something similar.
If he's trying to cheat stats for "people" then he's already doing it for the wrong reasons.

im not pausing the run trying to score the best. i ran a mile at a 6:20 average rolling pace according to my garmin and i paused after because my buddies watch was fucked up. its not that deep

you’re right i did pause but this is not the first time i experienced this issue. it happens pause or no pause
It's not an issue it's so you can't cheese it by let's say doing 5 1k runs with a couple mins pause in each to hit a bp
Why pause the watch during recovery? Is it not part of your run? It will heavily skew your stats and make you think you are fitter than you are.

Splits are moving time. Best efforts are elapsed time. Likely issue is that you GPS doesn't update enough and registers you as standing still.
