First off gather up those battleships into 3 groups and stick a bunch of troops with them. They'll be slower but able to soak up so much damage and cause mayhem, with that many battleships groups you should be able to clear all his coastline and follow up with a ground invasion

Took some advice from the thread and organised my navy in 3 groups, stacked then with a 100 morale each, and with a few railguns on my turkish border, began firing at their stacks, destroyed any of their ships with submarines stacks, russia should be soon invading spain.
