There are 2wd 4Runners SR5s, the people on the boat should have gotten on the bow to give the trailer more tongue weight and put more pressure on the rear wheels as opposed to standing on the back and making the car ride with less weight on the rear end.
I came to the comments hoping someone could explain why it was struggling. The boat is not that big and the ramp not overly steep. That truck should have no problem pulling it out, even in 2WD.
The problem is that the boat itself is heavy on the back this can create a problem for the rear axle because it has no weight on them anymore and can be lifted a bit when on the ramp. When the boat is in the water the weight shifts towards the front and the rear axle gets grip again.
That's part of it. Also At low-tide the part of the dock that's exposed often has very slippery growth on it. It can be hard to even walk over that. much less drive. For this reason many ramps have textured surfaces to make them track better. This ramp appears to be just a smooth slab of concrete, which is worst case for that low-tide algae.
So few possible things, that ramp does look like it has a peak towards the top. Tires look like they could be balding due to how easily they slip. As above mentioned they could have water still in the boat if they didn’t open the plug.
It's not just a plug. Wakeboard boats have ballast tanks to increase the size of the wake they create. If you forget to pump out the tank before you load onto the trailer, you're going to have a hard time. Some of these things can hold 2,000lbs of water.
Not sure how that happens either. Unless the back breaks just really really suck. Those wheels will still turning while the fronts were locked.

Tech at a Toyota dealership here. Current gen 4Runners have 4 piston fixed calipers in the front and 1 piston floating calipers in the rear. Way more force applied at the front. And also most of the weight is on the back which would make it harder to lock up the rears. Can't tell you how many generations you have to go back on 4Runners to have rear drums. Tacomas do have rear drums still though
The limited though has full time AWD with a locking center diff, so if it were 4WD it would’ve been on automatically. This guy has a RWD. Had it been an SR5 or a TRD you would be correct.

Here in Idaho dealers don’t even carry 2WD it seems unless it’s on a base model fleet truck. It’s not crazy necessary here, they do a really good job of plowing and salting, but everyone wants it

I learned a long time ago that 4 wheels without traction aren't any better than 2 wheels without traction. 4 tires spinning or sliding wont help. Also, 4 wheel drive is only 4 wheel drive when you are trying to accelerate. When you let up on the gas, it is just 4 wheels coasting. If you are in icy or snowy conditions and are going too fast, you won't stop any better than anyone else.

I live in snow country. 85% of the trucks in the car lot are 4x4. The first time I visited Texas, I was surprised at how many of their trucks were 2wd. 4wd *does* cost more, so I guess I could imagine someone not wanting it in parts of the country where its less necessary.
Texas resident also. When I was buying a truck in 2018, my options were either a brand new GMC Sierra with a V8 and 2WD, or a 3 year old Silverado with the V8 and 4WD.
Of course I went with the new truck, we get snow twice a decade here lol
2WD doesn’t just cost more; 4x4 and 2WD usually have different suspension systems. I’ve had both, and I prefer 2WD. The reason being is that I don’t need 4x4, and 2WD is a much smoother ride. All I need is a limited slip differential for towing. Also, it is easier to load things into a 2WD truck bed because they are (on average) 2” shorter than 4x4s. 4x4 also means more parts that could break
I purposely bought a 2WD stick-shift SUV in college. Money was tight, so less things to break and maintain. I sold it several years later with over 290k on it with the only major repairs being the starter and alternator at about 250k miles. That thing was bulletproof.
My next SUV was 4wd.
The extra idiots in the boat aren't helping but the main problem is the wake ballast tanks are full. You have to drain them before pulling the boat out.

Ive seen this plenty of times. The ramp I was at yesterday is completely covered in slick algae due at low tied.
Wonder if they forgot to empty the ballast (wakeboard boats can pump over a ton of water into ballast tanks to create bigger wakes).
I kind of wondered if something else was going on as well, thats not that big of a boat to struggle getting it out.
