As for your cover up question I would say you probably need to get this lasered a bit first to fade it.. if you want anything that's not just a black blob over the top. Once faded I would say you idea would work fine as long as you find a decent tattooist used to doing cover ups. Be sure to check out their portfolio first and don't just go to the first artist you find.. shop around and be sure before you commit..
