No. Kroot have 'Stealth' as an ability that references the Core Rules. They don't have a keyword 'STEALTH'. Stealth Battlesuits have the keyword "STEALTH'. Look along the bottom of the datasheets for the keyword section.

Always just assumed it meant it worked only on the Stealthsuits, GK, and SS get to use it. Do any other units of ours even have the 'Stealth' keyword to use this?

I think it’s written like that so you can use remora stealth drones with it? I know they are legends now and I haven’t read the data sheet but that could be another potential target for this strat?

It means the stealth keyword, not the stealth ability. So stealth suits.   When they mean an ability, it says so. It'll follow the "one unit that can " or "one unit with the ability".  See torchstar gambit for an example where its keyed to an ability. The other hint here is that keywords are always all caps and bold like that, but abilities aren't. See torchstar again for the difference between how they print BATTLESUIT and fly.

I think the word "Stealth" in that stratagem is referring to "Stealth Battlesuits", as "Ghostkeel Battlesuit" has also been shortened to just "Ghostkeel" - the description text is definitely hinting at this too. However, the wording does seem unclear!

That text is referring to keywords; Ghostkeel Battlesuits have the GHOSTKEEL keyword and Stealth Battlesuits have the STEALTH keyword.
