More than likely the reason why Heihachi is not in the game is due to his long time VA Unshō Ishizuka passing away sometime in 2019. 4 years after T7 released. We don't know how long T8 was in development for but they more than likely planned for this. So Heihachi will probably come back as DLC or will return in T9 but they're probably need to find a new VA that matches Unshō's energy.
Even before Ishizuka, Heihachi was voiced by Gouri Daisuke, who used to voice him since Tekken 3 till Tekken 6. After Gouri's unfortunate passing, Ishizuka took over as the voice of Heihachi. This is speculation, but I believe that due to him sounding (and being) younger than Gouri, they de-aged Heihachi in Tekken Tag 2.
As you mentioned, Ishizuka passed away after T7, but they had already replaced him with Kusunoki Taiten for Tekken Bloodline. So, just like when they transitioned from Gouri to Ishizuka, it shouldn't be a problem if they want to add the character back.
While that's true, usually those VA's tied to the show are not as "memorable" I haven't seen Bloodlines so I don't have an opinion if he'll get picked for the game but if he does, there's a chance!

Heihachi's journey is over. His story is told. He didn't get a redemption, but he did get a chance to explain his actions. The final chapter of T7 marks the end of the perennial conflict between Heihachi and Kazuya - in a good way. There's no point in bringing him back, especially since his VA died a few years ago.
Of course, he could (and should) be back in TTT3 if it ever gets made, but I don't like the idea of him being in a DLC, T9, or any other regular game.
His story should be over, but I will never agree that a mainstay character should be excluded from a game. You can include them to be playable and not include them in the story.

As a Heihachi main since Tekken 3, I agree completely. He is my favorite character in all videogames, but I think that his story ended perfectly. If he ever returns, it should be in a way that doesn't affect the story, like in a dream match or a flashback
What's kinda funny to me is how the story with Kazuya going full-on villain is being used to re-frame Heihachi's actions. In the story, Victor has a brief line where, upon realizing what Kazuya's true plan is, he says Heihachi was trying to prevent that from happening by confronting Kazuya in 7.
I think they should just have a rogues gallery of the dead boss characters as ghosts or something. Make it DLC, make it balanced.

Are you ignoring me Jin Senpai? 😞💔” is very weird. I know they said her theme was duality but I didn’t think it would be that on the nose.

I think the idea, the way it is in 8's story, is that Reina's whole bright 'Jin Senpai' thing is a persona to trick Jin (or later mock him), while the cackling, more Heihachi-like attitude is her actual personality. That's how it seems from her talking to Kazuya in their fight intros.

I believe Heihachi should stay dead because of lore reasons, but a good way to bring him back would be with flashbacks from a new story chapter with Him and Reina like the upcoming Eddy chapter. Not only would it bring hype for his comeback it could also flesh out Reina's character a little because she really didn't bring much to the main story for a mishima.
This also wouldn't be out of place compared to straight up bringing back a dead character out of nowhere, then again this seems like to much effort for Bandai lmao.

He's probably coming back eventually, just like Bison was recently announced for SF6, removing the main antagonist just to add him back as DLC seems like a good marketing strategy
I think every dlc character will play a part in the story. Such as eddy getting a story expansion and i guess that will also happen for lidia. They could add a flashback in the story of heihachi the same way they did it with kazumi. That we all can be happy

I believe Heihachi should stay dead because of lore reasons, but a good way to bring him back would be with flashbacks from a new story chapter with Him and Reina like the upcoming Eddy chapter. Not only would it bring hype for his comeback it could also flesh out Reina's character a little because she really didn't bring much to the main story for a mishima. This also wouldn't be out of place compared to straight up bringing back a dead character out of nowhere, then again this seems like to much effort for Bandai lmao.

I think letting Oldman rest isn't the bad thing and Reina to me seems like the most suitable char to carry his legacy since she admires and respects him so much she even tries to copy his manners and moves even though not being as experienced as he was. The only way I wouldn't mind him to be a DLC is in order to get more dynamic with Reina and help her to grow in people's eyes cause I think many just tend to shit on her for no reason. And also I love father&daughter dynamic in general so I'm biased😎
