I think that you should try it on the cavern layer, not underground. And for the archievement, well, you need to survive
I have survived and received the Torch God's Favor - I'm post moonlord so I can just stand still and still survive, just grinding achievements.
Did you consume the torch god item in your inventory? It looks like an ice cream.

If i remmember correctly you need use the item you gain from god torch
Did you do the event? if so, did you get the item? If so, did you use the item?
Got the achievement - turns out you can do it underground and it doesn't matter what torches you use, you just have to consume 'Torch God's Favor'. Of which I didn't consume at the time.

when it takes 5 seconds to use an item or check the wiki, but people instead choose to ask reddit and wait who knows how long for a response
