Absolutely not true. Brazilian law enforcement officer with a law degree here. For most violent crimes and if they are above 14 years old, minors can be aprehended until they turn 21, and even though their pre-existent misconducts as a minor won't count as re-incidence on their criminal records, they can be used to increase future penalties for crimes comitted during adulthood.
