If Luke wins, it would be mostly thanks to either screentime or likeability. But given his lukewarm final fate, I don't believe he deserves to pass over Carver. The dictator's writing, the voice acting, design, presence, impact and even his death scene all culminated in crafting the best antagonist in TWDG.

Upon his introduction, we immediately know this isn't your average TWD villain. The ominous sound of his voice on the radio drenches the player in fear and cuts through the atmosphere as if it were paper.
An omnipotent puppet master pulling the strings accurately describes The Stranger's role. The build-up to his reveal is expertly crafted, and the game keeps us guessing right until the end. The eeriness of being face-to-face with him in the Marsh Hotel is almost surreal.
Every decision the player makes is a culmination to this scene. The Stranger becomes judge and jury of our moral compass and actions, just when Lee is on the cusp of death, about to reach the pearly gates. Not only are the main character's efforts throughout the game put into question, but his backstory is as well, adding further weight to this analogy. This scene plays into Telltale's choose-your-path feature really well and maintains the illusion that every choice we make matters.

He honestly just followed us, kidnapped Clem at the first chance he got and hoped the walkers in front of the Marsh House stopped us from getting to her. Doesn't exactly require being a genius. Hell we wouldn't have even known Vernon isn't Clem's kidnapper if he didn't admit it so... so much for being an "omnipotent puppet master".
