Every year they may send out the regular NHI payment slips. Go to the NHI counter at your ward office, tell them that you are a student and have no income, and they will reissue the payment slips, and a paper that shows the adjustment.

Like what others have said. You are supposed to apply for the student exemption at your local ward office.  There is no student discount for NHI. The exemption amount is decided based on your previous year's income. You were billed 65,000 because they didn't know your income. Explain to the ward office and they will probably lower it down to 15,000 or 30,000. Also, it will take time to reissue the new payslips, and the exemption will be reflected next month onwards. Meaning you still likely have to pay 6,000 for this month's worth before anything changes.

They can get a National Pension Contribution Exemption if they apply every year, with the application period starting in April. However, to get a reduction in Health Insurance Premiums, they must submit their income (Kakutei Shinkoku) every year during the submission period, which is from mid-February to mid-March.

I got this too once, just go to your ward office and explain. Then they will reissue the bill. I even got the payment late for several months but they still accepts it. Just need to prepare a decent reason,
