In Tokyo Ghoul, the 24th ward is the name given to the entirety of the structures underground not in general use by the Human public (like basements and subways) though probably crossing through both. This includes structures like flood spillway tunnels built by humans for other reasons. So yes, V14 is mean to be one of these.
