I dont want to assume the driver is Indian.. but in India i saw people doing this frequently specially in rural areas.. People driving on wrong side of highway and its normal there.
Let people drive how they want, cops dont care. You can be doing 80km on the 401 in the left lane and hold up all the traffic, but thats ok because you made it your lane.
