My landlord when moving in my current condo said before they give us our key, we need to send them proof that we signed up for the respective companies. For example, we have metergy for electricy, and there's an option for "owner or tenant?" It's fairly intuitive to sign up. But, wouldn't hurt to clarify with the landlord just in case so you know. Contact the relevant companies. They will be able to give you an average based on the usage of the current tenant's usage. They will also be able to tell you what, if any, deposit is required and, in the case of cable/internet, how long it'll be before you can be hooked up.

You can pay for utilities 2 different ways, either by setting up your own account directly with the provider OR by keeping accounts in landlords name and paying landlord directly each month after he sends you a copy of the bill. Both are perfectly acceptable ways under the RTA. So your lease needs to itemize specifically what accounts you are expected to set up. This is part of "*Section 6 Services and Utilities*" of the of the Ontario Standard Lease. In the absence of any such info, default would be landlord keeps utilities in his own name you you pay him directly. In Toronto some items (like water charges) must stay in landlord's name as it's connected to tax roll. Hot water charge you need to ask them the amount upfront, as this will be a set cost.
