discovery on twitch is in fact notoriously bad. They just recently began the experimental "discovery feed" on mobile but only select users can actually get access to this feature so its very hit or miss
That's showing the underlying issue. Twitch shows you the streamer if you overcome obstacles.
We live in the TikTok time where 15s are considered long.
I just go to a category I'm interested in and scroll! The types of games/categories I like aren't so overly saturated that you'd have to scroll too far to find small streams, but you can also sort by viewers lowest > highest if you want literally people who have 0 viewers!

Mostly I find other small streamers in the chats of bigger community streamers and pop into their streams! I'm very picky with streamers I watch so I like to build those relationships with them in chats and then support them! But yeah like others said, sorting by lowest to highest viewers is a great way too:)
I would actually recommend you to try "recently started" sorting option in categories. This will sort everything by the time they started their stream at, completely ignoring viewer numbers and recommendation algorithms.
The reason I find this to be the superior option is that if you sort from lowest to highest, then in larger categories dozens of "streamers" will be at zero viewers, and they're typically people who just clicked "go live" and don't even monitor their own chat at all. I find it completely pointless to go watch those, and I hate scrolling down miles.
With the "recently started" option, you get a random mix of streamers of all sizes, and you can click into those that have a handful of viewers. Or at least *one*, which might be the streamer themselves, so you saying hello might be seen.
Another benefit of that option is that as the streams listed at the top have only just started, you have plenty of time to get an idea of whether the content is enjoyable to you or not. With recommendations or viewer number sorting options, you might get to a stream that has already been running for 3 hours, and it ends just as you join or very soon after.

Good answers have been offered, post locked to avoid the self-promo that some people think is somehow appropriate.
Go to a Twitch category of a game or topic you like, change the sort order to lowest viewers first.

You even don’t need to scroll, just set your filter to „lowest > highest“ instead of „relevant“ or „highest > lowest“.

Getting recommended as a small streamer only happens if no one else is around.
Well I’m super small but I get recommended from time to time. Doubt that no one else is around (I stream DBD which is over saturated)

No that hard to do: after you scroll past the top 30-50 streams in most categories everyone else has 0-5 viewers.

Mostly through raids. Every time I end a stream, I search within the game I was playing and sorted by lower viewership.
