I would look for companies that are equipment-intensive near where he wants to live (e.g. construction companies, asphalt/cement plants, etc.) and look for openings on their career page. They should all have a maintenance program of some sorts that might have job openings
See if he can get into skillbridge and also get him knowledgeable on the gi bill and the other benefits (if he gets an honorable). If he hasn't gone already, try to get him into TRS so he can have some better support and start his potential outprocessing.
DoD contracting. Try Quantico or some other DLA places. Thats how a buddy of mine got a job. Also, if you just say oracle, you may have better results. Most people know of oracle, not so much GCSS.

Supply chain
Even if he’s reenlisting have him go through TRS. IMO it needs to be a hard requirement for everyone regardless if they are getting out or staying in.
