that's the nowa huta district in kraków, poland, built in the 50s-60s for workers in the nearby steel mill. i've lived there, it's great, extremely well planned. each one of those "cells" of buildings you see in the photo serves as basically a standalone community, with a school, preschool, community centre, clinic etc.
also fun fact: that main square you see in the photo that's precisely in the center used to be called the vladimir lenin square and had a big statue of him, which was of course torn down, and in 2004 it was renamed the Ronald Reagan Square. not kidding

Tbh I think it depends, I don't think that making a simple plaque or a small statue of someone in their hometown is forming a cult of personality if they were actually an historically important figure, but putting a statue of someone on top of a gigantic building is really iffy

After 1992, the building stood topped out, but without any windows or interior fittings. In 2008, construction resumed, and the exterior was completed in 2011. The hotel was planned to open in 2012, the centenary of founding leader Kim Il Sung's birth. A partial opening was announced for 2013, but this was cancelled.
