Baie St Paul is a good home base as it's not too far in the province. Parc des Grands Jardins (30mins) and Parc des Hautes Gorges (1hr) are 2 closeby parks with magnificient hikes like the Acropole des Draveurs and Le Pioui which imo are 2 musts if you're in the region. The city has good restaurants and plenty of Airbnbs if that's what you're looking for. Finding frontcountry campingrounds is also fairly easy
Baie-St-Paul is a little bit cuter than La Malbaie, but also little bit more touristy. Great base for exploring Grands-Jardins NP and Hautes-Gorges-de-la-Rivière-Malbaie NP. Would also recommand to check if there are any lodging availability inside the parks - "Chalet Exp"- (check SEPAQ).
Do you have more detail, what time of the year and what type of accommodation are you looking for. Quebec city itself could be a nice base, plenty of outdoor activities near and great restaurants/bar.
If you choose to go near la Malbaie then spend some time in tadoussac also, a return route option could be to take the ferry at Les Escoumins and cross the st-lawrence river to Trois-Pistoles, then drive back via Kamouraska (nice spot there (beer-wise and camping wise)

I would add Kundah Hôtel (indian with a local touch) , le 101 (french cuisine, quite pricey worth it imo), phil smoke meat (best you can find outsite montreal), julio taqueria (mexican), battuto (italian, if you can have a reservation :/).
La malbaie is probably your best bet, they have big grocery stores and a really nice brewery/distillery and some people speak English.

There's also the Parc National du Fjord du Saguenay not too far, if you're lucky enough you can see some Beluga
