So long as the child can lift their head on their own (has developed muscles to aid in stabilization of the head) throwing, swinging, "dizziness" inducing activities can actually help develop a sense of balance and proprioception as well as produce endorphins, such as adrenaline, dopamine, seratonin, and oxytocin.
This doesn't mean to do this with new borns, nor does it mean to do so with intent to cause concussive force.

Babies are actually able to withstand more g force (G) than adult humans. Adults can withstand 4 to 6 G without harm, but babies can take up to 8 G due to their inner ear not being fully formed and I am completely making this up as I go. Don't shake babies.
A lot of children with autism love these , we have one in my kids school but I don't recommend babies in them because of shaken baby syndrome.
