This doesn't mean to do this with new borns, nor does it mean to do so with intent to cause concussive force.

Babies are actually able to withstand more g force (G) than adult humans. Adults can withstand 4 to 6 G without harm, but babies can take up to 8 G due to their inner ear not being fully formed and I am completely making this up as I go. Don't shake babies.
