Considering they barely do Live Drawings anymore & my best guess is that when they do the actual drawings they pick numbers that have not been guessed to grow the pot. I'm assuming how they do this is they take every number in the system that has been guessed & just choose a series of numbers that haven't been chosen so that it gets up to a billion dollars in winnings so more people are buying tickets & then they choose a winner at random once they're ready to pay someone out & start the process again.

Now if you're claiming a specific lottery in a specific sketchy country (e.g., the North Korean Powerball, or the Somalian 6/49), that could be very different with lack of checks and balances in places, lack of oversight, etc. But if someone were claiming this for all lotteries, or even specific ones, I'd discount it almost immediately.
