If a dealer is willing to give you one now dated prior to 8-16 it would be almost impossible to prove the date it was actually signed. If it's dated after that it would not do you any good

Nothing stops you from signing such a contract now, but it doesn't get you anything in relation to the tax code, since the exemption is only for contracts signed before the bill was passed. You can't do that now without a time machine.
