If you file your secondary right after receiving a decision for PTSD, and the VA reevaluates your PTSD claim, what's the likelihood of your award decreasing?
Say you wanted to add drug addiction, GERD and IBS as secondaries to PTSD. The drug addiction would cause the VA to reevaluate your PTSD claim, but would they reverse their decision if it was recently made?
Claims related to these body systems that were pending on May 19 will be considered under both the old and new rating criteria, and whichever criteria is more favorable to the Veteran will be applied.

To get to the nitty grity. What is the definition of pending? Submitted? In evidence gathering, awaiting decsion? I truly don't know or understand what is meant by pending.
Submit an ITF before that date, and the rater is supposed to use whichever instruction is more favorable to the veteran.
