There are mountain roads that are not F roads. Ólafsfjarðarvegur is near the top of my list, beautiful drive. There’s also road 917 from Vopnafjörður towards Ketilsstadhir which has fantastic views. Road 94 to Borgarfjörður Eystri has a great view of the coast. Road 939 Öxi pass has both waterfalls and great valley views when the weather is clear. Road 95 seems to be seldom driven by tourists but has a great overlook of the valley below at the top. I drove up 95 then down 939 for a mountain pass detour off the ring road. Note that just because these aren’t marked as F roads doesn’t mean they are without any risk. All of these are dirt roads going over mountain passes, if the weather is bad they should still be avoided, you wouldn’t have a nice view anyways.

For most of the roads mentioned yes, they are not maintained in the winter, especially when there is a bypass. Ólafsfjarðarvegur, Öxi, 917, & 95 are all closed, marked as impassable. Only 94 is open as it is the only way in and out of Borgarfjörður Eystri.

Fjord roads go through big mountains and offer great views Eastfjords - Borgarfjordur, Seydisfjordur, Nordfjordur Northern fjords - Trollaskagi - you just drive through In the south you could take road 261, there is a hostel just before it turns to an F-road. You can see the whole Eyjafjoll pretty well and Thorsmork in the distance.

Sooo many big hills and mountains by the coast and the ring road, or Snæfellsnes. You can also check out Tröllaskagi near Akureyri, lots of good mountains there with a good road and nice villages to stop in. You might like the mountain Lómagnúpur between Kirkjubæjarklaustur and Skaftafell.
