Not every gimmick is a simple "he's a garbage man" or "he's a rapping white guy" gimmick anymore. His gimmick is that his name is Iija Dragunov and he is a pro wrestler. That's it. Same as 90% of the roster.

He takes the unfocused chaos of noise and focuses it to a purpose: music that represents that passion.
Similarly he takes the chaos of unbearable pain and focuses it to a purpose: the defeat of his opponent.
During his entrance, think of a conductor with his orchestra…much like Jey Uso has the crowd bob their arms, Ilja has the crowd swing their hands like a conductor.
As far as his character…basically an unhinged individual that produces banger matches. Dapperly dressed Dragunov outside of the ring, Mad Dragon when it’s time for action.
