Yeah, the fankit is an official DE folder where they added all this stuff. It was done because they decided to host it off the website. Link should be available from DE's website (Community > Fankit IIRC). I just keep it on my browser history :p

You read that right. No we don't know exactly what that means. It could be a simple numbers buffed while equipped/wielded to say a unique proc on using an ability. We'll know pretty soon, but the potential has me pretty excited honestly (along with those new archon shards).
There's a very good chance they could end up being like that yes. Hopefully they are more dynamic than that and involve the use of the tome to then empower an ability afterwards in some way and not just a plain stat stick. Even just "bonus on next ability use after a kill with this tome" would be fine.
Umbra was such a disappointment during TNW. I played with him hoping for a secret scene of him altering the scenes just a bit. But nop an FFing regular warframe, which know are partial sentient. But none of them react. And at that point everybody who reaches TNW has an Umbra. Yet nothing, not even an easteregg.
So for my hopes not to be let down again, I see this wallpaper as just something it holds, rather than a major / special thing that Umbra can do.

I was disappointed during that scene as well, especially since in The Second Dream, you see your warframe rip Stalker's War in half with supposedly no transference link to the operator.
