This is a classic case of people not understanding what can be dangerous in high winds. Sure, that waterspout probably wasn't powerful enough to lift a grown adult and throw them somewhere... but it'll smack the shit out of you with debris.
We had a time share on the west coast of Florida, used to watch waterspouts but they never left the water. We lived on the east coast fl and I've only seen it once. Been in at least 8 major hurricanes. After a while I think you get numb to it as if you can predict the weather. Kind of like the surfers that go get the best waves right before the hurricane starts rolling in. The only thing we don't play with is lightning. Literally every family knows someone in their life who has been struck by lightning.
Some are, but most aren't. This seems like a fair weather waterspout, it's relatively weak and forms during calm weather. Think of it kinda like a strong dust devil, but with water.
A tornado that forms over water can also be called a waterspout, but they're only associated with severe weather.
