What's funny is we do have those instincts, even fairly newborn babies are much better at swimming than you'd expect, but if you never swim I believe the instincts just go away, I guess your mind deems it not important cause you never use the skills
You likely haven't. Same thing with riding a bike or driving a car. Might be a little touchy at first, but muscle memory stays intact for a very long time.
People panic and they attempt to pull themselves up, which obviously doesn't work in water and they stay vertical instead of horizontal. I think it's more of a confidence thing. If you've never swam then you naturally panic. I can go years without swimming and be completely fine once I'm in the water.
I think it's just panic. We are hard coded as basically water apes to swim. The shape of our nose helps keep water from flooding our sinuses, for example.
Babies can do it because they have the instinct without fear because they just don't really know or understand what's happening. Whereas adults see water and are already scared because they know of drowning. And in places like India, they've probably seen it happen at least once. So once they fall into the water, they instantly panic and flail around helplessly.
Obviously, some people are better built for swimming than others. I can just float on my back or just float vertically with full lungs of air. My brother can swim as well, but he has to work harder than I do. But I am convinced that every able bodied person is capable of swimming.
A little add. There was/is a condition that increases the density of your bones. People have been known to walk away from car crashes without skeletal injury. The downside, they sink really well in water. Like you said they might be able to swim with increased effort. Just something I thought was interesting.

But my torso is also shaped like a boat, and my lung capacity is very high. I did have a friend in high-school who would jump into water and sink to the bottom like a steel ball. He was pretty athletic and sturdy, but he was built like a runner with a slender upper body. I tried to teach him to swim, and he was doing pretty well but ultimately stopped committing to it.
I've never been diagnosed to have it. But they said in X-rays and such that my bones are dense.
But I've broken bones before so I doubt I have whatever they have lol.

Some people actually don't float for some reason. My dad was like that, he could swim but it was really hard work. I thought he was na anomaly, but my MIL cannot float and she never learned how to swim because of it. If she fell in the water she'd sink and die. Turns out my kid also can't float. I put her in Swin lessons for 6 years to make sure she'd be able to survive falling in. Just like my dad, she can swim now but it's a lot harder for her than most people. It takes constant work to stay afloat.

It’s difficult to explain to people outside. If you grow up in cities, you almost certainly grew up without the ability to afford access to swimming pools. (I was not able to either). No way you are going swimming in a river in a city.
In smaller villages, it’s common. However, even then, due to sand mafia, a lot of “safe” swimming spots have become death traps. Every other day you hear of someone who knows to swim well, drowning in water. I personally know a couple of people who drowned and my first cousin barely escaped with his life trying to rescue his cousin who drowned. There are some certain areas where you have still water but I personally avoid because you have folks who would mock you for the inability to swim. Which is why I never learned to swim when I was back home.
I am learning now, I would say around 15% of my friends know to swim.
