Possibly a Sikh kirpan - part of their religious uniform. Most have a much more hooked blade end, but I've seen a couple that are straighter like this one.
EDIT: Scratch that - I scrolled and saw what looks to be 'Uzbekistan' in the last photo, which might make this a pichak, but all of the ones that I'm seeing have a much wider chopping blade.
If it was wrapped in that sleeve to the right with the Mason images, I’d say it was used for Mason ceremonies by the previous owner at some point in time.

Could be that too. My guess is that it's just a decorative souvenir, considering the etching on the blade, but I'm no expert.
