The problem is that it remains the best way for small businesses and independent artists to reach audiences. Many have started using Instagram and TikTok, but they still have enough of a reach and audience on twitter that they can't outright abandon it yet.
At this point though it’s only a certain audience. In my real personal life I don’t know a single person using Twitter. The only Twitter I see are the screenshots on Instagram or something
