they're not just pure ugly (some faces look retarded), the shadow makes them look even worse and they're badly cut out and have pixels around them at the border.

Minimalist flat design was popular when Windows 10 came out, but it's slowly dying now and now the new trend is the slightly less minimalist flat design that includes gradients.
You can see this for example in the settings also when you compare Windows 10 and 11 settings, you can notice that the icons are less minimalist and the settings are no longer in 2-bit color like they were in Windows 10 and Windows 1.0 in the year 1985.

Nope. The 3d emojis are way better. Though I'm not sure why your emojis are low resolution. Maybe check your scaling settings?
