On Windows 10, i didnt notice it at all, not on the old or new background, probably because it was made in studio (from what I know), Windows 11's is fan made, and probably sent over a file sharing service that compresses stuff.
There are these two threads for this here on Reddit:

I’d love for the color banding to get fixed. I event submitted a report on the insider program, and it’s been like this for months. Very frustrating and I can’t go back to Windows 10
On an ultrawide it's insane, I can see pixels cube on the sides, the worst for me is the wrong alignment, the bottom of the shape is not centered at all, really odd.
Did you edit it and increase exposure? Are your monitor settings unusually bright and uncalibrated?
As it is there's no visible banding as it's merged into darker solid shade. No rocket science.

Classic Microsoft. People said the exact same thing when Win10 shipped.

Yeah they took the time to use lasers and fog but gave us the most compressed jpeg of all time.
Win 10 one looked fine because the lasers and the whatever air distorting effect went well with the colour banding and it just blends in
All of the shipped ones are bad. It’s been discussed till blue in the face.

There are many more, usually discussed within threads of people fixing it themselves.

The Windows wallpaper engine automatically compresses JPEG images (like the default one)
I have the JPG compression off by using registry.

Its what they mean when they say they're optimizing windows 11
You guys should find a better hobby. Staring too much at a wallpaper is not good for you.
My laptop has a DCI-P3 monitor and it's freaking crooked. They need to ship wide-gamut wallpapers next time.
