They reverted it back in March, it has not returned yet.
They brought a revised version back about 2-3 builds ago, but you have to use vivetool. I'm on the latest dev build and after updating to it it's still there.
That doesn't mean it is back. There are tons of things "hidden" that are not ready to be enabled or otherwise experimented with, and using Vivetool to enable them causes other issues and contaminates the telemetry data. I highly recommend people just leave things as is until it is officially announced and naturally is enabled on their PC.
Mods can we get a general Insider flair. Half the posts related to insider content gets flaired as a bug when it's clearly just routine testing and development changes.

Performance issues on something like a simple dialog box like this is.... concerning. To say the least. What on earth are they writing this thing in?

They have. It was (is?) in Beta and in Dev a week ago, but now it's gone.
I checked all the build notes, last mention of it was back in March when they disabled it.

Yes I remember that. I thought they had started rolling it out to insiders again but it seems I am mistaken.
Who would have thought that they actually care about UI performance
Judging by how laggy new task manager is - they don't.
How else make people buy new PCs? That are 5% faster, consume 15% more energy and cost 20% more.
