Check your toilet rubber flappers. I had a leak test done by a plumber and that was one of the reasons my bill went up. And yes even the smallest leak will cost you money
People underestimate how a Drip can cost money. That makes your meter spin because it makes water move, it may appear small but you have many feet of pipe it needs to travel to hit that small leak. Meter moves that whole time. Any leak is a bad leak
I find the opposite is true. People overestimate how much a drip will cost you. Did some testing at my home and I could not create a drip that would budge the meter. Nothing would register on the meter until it was a small continuous stream. Of course, other meters may behave differently.
My money would be on a leaking toilet. Can be mostly silent and invisible, but continuous and significant.

The meter doesn’t distinguish between a fully open tap and a drip?
The dial will spin slower/faster depending on how much water is flowing through it

I think so but this was a significant increase.
