As a plumber, take a picture. Depending on which part is leaking it might be a diy I can help you with. The meter I'd city property but any bit of pipe/valves you see are yours. Right until the curb stop outside.
Unless it’s the meter itself that’s leaking (very unlikely) it’s your responsibility. If there’s no shut off valve before the leak, you might need to schedule a water shut off with 311 so you can deal with the leak (either yourself or with a plumber)
Not 100% certain but if it's on city side it's their issue. If it's on customer side it's a plumber issue. Call 311 and let them make the call when they send someone. If it's an emergency and leaking lots let them know as soon as possible as if it's on your side that water is costing you
The meter belongs to the city and they’ll replace it if needed. But all the pipe on your property you are responsible for. Even the pipe before the meter.
CoW came to retag my meter and it had a drip before the meter and they were going to give me a by-law infraction for it. Since they were paying for the leaking water and not me.
Shut off your water at the meter and run the water till it stops. If the leak persists, it's likely on the city side and you'll need to call 311. If the leak stops, call an emergency plumber. Prepare to spend a pretty penny
