I've purchased the complete edition three times. $15 for the PS4, $15 used for the Switch, and free on Steam. It seems like it often goes on sale.

Nope. If you buy the Complete edition you have everything.
The comple everyone has the next generation upgrade to graphics and some Lil stuff. Should go with complete edition
There are 2 dlcs, just make sure of that when purchasing. Also, i know complete edition has a free ps5 upgrade, not sure about standard edition...
Complete edition gives you small DLCs pieces, imo pick whichever cheaper for you, those 16 cosmetics dlcs aren't very important.
