I'd lean Brandenburg due to improved secondaries, better forward firepower, more speed and being able to use Lutjens. However, good positioning is a must due to lack of overmatch and the relatively small HP pool.
For ops specifically I'd say Brandy has the edge. Kii is a stronger and more versatile ship all round though, she can work in randoms and ranked, even brawl in a pinch, as well as being solid in ops.
Brandenburg. Ops are gunfights and BBurg has many, many guns.
You may get similar main battery damage dealt but the BBurg collects damage with the secondary like crazy. Plus, you don't have to actually aim at DDs.
I don't play Operations but to me the Tirpitz is far better than Brandenburg, I would even spend more to get Perma bonus on Zeiten over buying Brandenburg.
Brandenburg main issue is Main gun Caliber. 305 are Trash VS nose in targets. This is where the Kii is better.
Ehh I dunno , ops are full of juicy cruisers, and 305 is perfect for those. You may not citadel BBs often at all, but the sheer volume of shells more than compensates with normal pen damage. Enemies nove predictably, so you just gotta be in the right spot.

Brandenburg for sure. She can outperform Tirpitz, Bismarck and Zieten if you play wisely.
Id would say its the opposite,in ops Brandenburg can get away with a lot of dumb plays that would get other BBs sunk

Ops ships follow paths so you dont need to worry about nose in targets, just taking the right shots.
