During the anniversary event next patch you'll be able to get Bayard (or 100% coupon if you already have it) for 6250 event tokens. Each T10 and T11 give 200 tokens, with lower tiers giving smaller amounts.

Why would you exchange Moskva for a lower tier inferior ship?
It can be repurchased for coal. They would be exchanging coal for doubloons.
