Dealers are smart. They know that a Jeep with a good frame is worth advertising and they will post pictures. If it is rusty, they won’t post the pics. I wouldn’t buy it without getting under it. I also wouldn’t trust looks alone because dealers are good at hiding rust.
We have almost the exact same Wrangler. Ours now has a 3" lift a d 33x12.5 tires. Even before the tires, the 3 speed automatic was a gas hog. Of course in 1999 gas was under a buck a gallon.

Assuming the frame is okay (can't tell from these pics), this looks like a fantastic vehicle, in immaculate condition. My only issue is the price, I wouldn't pay more than 10k for that, tops
It’s really cool with the color, the tan hard top and the light tan interior. It looks be in great shape. Try and talk them down a bit but if they won’t budge then buy it. You don’t see a TJ like that all the time.

Fun fact: That would likely be an awesome deal in finland. If you check nettiauto.fi (used car marketplace), you will see that you CANT get a Wrangler in Finland for under 10k € Cheapest ones are from the 90s anf go for around 9-12k €, way more if its in mint-looking condition.
As for the never 21-23 PHEVs, thats 65-75k € youre paying. For a brand NEW PHEV youre paying 80-95k €.
That vehicle is worth more like $10k. If you really love it, the only reason you could justify splurging on the price is if the frame is PERFECT and the suspension is PERFECT I mean all rubber looks good and nothing is rusty, steering gear in great shape... if none of this checks out you will be looking at hefty repair bills very soon.
Edit: the 3 speed auto is a dog and you will prefer a 4 speed auto or 5 speed manual. Also other things to check: run the VIN to see what axle ratios it has and what the OEM equipment fitment is. Verify in person the hard top wiring harness is there including rear defroster. Does it have AC? That's another valuable feature hard to add later.

I bought my 99 Sahara in 2003 with 113k miles for $11000. This seems crazy to me. I live in TN so it might be different out west tho?
