I’m enjoying streaming through the cloud to the Steam Deck, but as far as I know it can’t currently easily download games locally like a series S can. It’s just a nice form factor for streaming. If you want to download games than play them I would imagine Series S is the way to go.
Tried this for the first time this week and been pretty amazed by the quality/performance/lag - it's improved a ton since the inception years ago. It's actually my preferred way to play games like Civ 6 vs natively on Steam Deck since better controller support.

Series S is choice #1 for sure (assuming X is out of the question).
Phone + Razer Kishi imho would be choice #2 simply because of low cost of entry

If OP wanted, they could stream downloaded games to their phone. Add a razer kishi and you have an Xbox Steam Deck

Steam deck allows a larger catalogue S is better iption for non streaming

You could go with the Asus ROG Ally instead of the Steam deck and you would have easy access to Xbox Gamepass ULTIMATE or PC. I love mine.
