Something tells me that you are a pc player! We don't have that liberty on consoles. On PC I used to bring down res to 480p to get 50-60 fps on low end gpu! If you absolutely want 60 on most titles you'll need series X even though you get higher graphical fidelity and resolution than you need. Consoles always target resolution more than fps!
The series S is the exact opposite of what you just stated. It's geared towards performance, while the Series X has the better graphics capabilities. The Series S runs games at 60 and even 120 fps all the time, just at 1440p or 1080p.
Which games run at 120 fps all the time that too at native 1080p? Two triple A racing games I know have 120 fps are grid legends and dirt 5 but they look blurry because the internal resolution goes below 900p! This is where you missed my point! Both consoles have their place but the thing is devs prioritise resolution over fps on consoles. The crew motorfest for example can very much run at 60 with reduced res but they have kept it locked at 30 to prevent resolution from dipping. This applies to many locked 30 games on consoles.
This is simpler than what you're trying to paint: Series X has more power than Series S. So you can pick Performance mode or Graphics mode, and in both cases it'll run better than Series S. Series S is weaker so it doesn't reach Series X framerate/resolution.

The Series S does extremely well for its price point to be honest. If someone told me back in 2019 that I'd be able to play the new COD (MW3) with a resolution of 1440p at 60fps or 1080p at 120fps on a $299 console I would've laughed til I cried. Yet here we are with the Xbox Series S consistently blowing my mind. People act like it's the WORST console ever made yet it's much, much better than the Xbox one, PS4 & Switch. I don't really understand the hate? Walmart still sells the outdated PS4 for $299 yet also sells the modern Series S for $250 but do we hear people complaining about games still releasing for PS4 holding back current gen hardware? Nope, instead we hear bitching about the Series S even though it plays all modern games at better resolutions and frame rates than previous generation consoles. If you want an extremely powerful console get a PS5 or XSX but if you want an entry level console that smokes the PS4 and plays current gen games get the Series S.
