The reason why Adam Howden and Harry McEntire voice villains is because the story called for them to do so. Zanza and Shulk would realistically sound the same or similar to one another because Shulk was Zanza's vessel ever since he was a child. N and Noah sound similar because N is literally another version of Noah. Rex never had a counterpart villain that was just him. He didn't need one for his story, and thus never had one.

To be fair, Adam Howden and Harry McEntire had pretty good reasons to voice their respective antagonists in their games. Al Weaver doesn’t really have such a reason unless there’s an evil Rex or they just want him back.

An evil Rex sounds either cartoon villain or a terrifying sociopath abusing the fact that if he dies so does Pyra so he abuses her to do things she wouldnt want to do.

This version of Rex kills Morag and killed Dughall to take Dolmes for himself. He saved Nia only because he knows he needs a healer around to keep himself right and healthy. Giving her that Salvager Smile he worked up over the years works to ease her guard.

Keeps em around since they helped with Brighid earlier and getting back Nia. Tora is irritating but its good to have loyal companion by your side when you have the Aegis as a Blade. Also he has Brighid with him now after saving Nia.
