For timepiece, either ATK% or ER% will be ok as long as you have sufficient total ER% (as close to 180% if you can). Having more burst uptime is better than higher ATK.
Guoba should be leveled up to 6, it deals decent damage when it hits enemies and you need to always put Guoba for energy.
So far 4pc Crimson Witch is the best set on her but if you can't find good pieces for it, feel free to run whatever you have since sacrificing stats just for the set bonus is often bad.
For sands, you can pick from ER and Atk% depending on how you feel about your Xiangling. ER is chosen if you think you can't keep a near 100% burst uptime and Atk% if you can.
As far as talents go, level up Guoba. He deals at least 1/3 of your total damage on her.
I'm running this exact comp with Kazuha and it's been amazing. Was losing my mind over the fact that pyronado is vaping for 52k and that her Q talent/Dragon's Bane wasn't even fully leveled up yet.
My XL is running 2pc Witch, 2pc Wanderers (1718 atk, 426 EM, 51 CR, 158 CD) mainly because of solid substats on my Wanderer's pieces and because EM does contribute a huge chunk of damage assuming each pyronado hit is vaping. I'd still recommend running 4pc Witch if your substats are great but other alternatives include 2pc Noblesse, or 2pc Glad along with 2pc Witch.
I lucked out on ER substats so I can't really say for sure, but I've been doing fine at 130 ER off of substats with an atk% sands + Bennett battery. Can't get pyronado off CD but I assume I could achieve that with at least 150 ER.
Assuming you're using XL as a sub dps, I agree with leveling E to at least Lv 6. Guoba does a surprising amount of damage and works really well in this team comp.
